In ancient times, In spite of undeveloped technique, primitive means our forefather had founded Paracels Team which managed North Sea Team in order to pass the island, paint map, demarcate sovereignty, manage and protect of national border at Paracels and Spratlys. Reclaiming history, opening nation to assert sovereignty of forefather had been written by sweat, blood and bone the Vietnamese generation.

Today Paracels still deeply imbedded in the memory of those who set foot on this land in order to practise the task of keeping the archipelagoes protect the frontier. These days which they lived and worked on the archipelagoes is always the best memory but also the saddest memory when archipelagoes were occupied ....

"Proceedings of Paracels" collected historical records, legal evidence, recorded image and memory of those who have served the archipelagoes before 19 th January, 1974. What is recorded in the book is what they witnessed on the facts of the day in the archipelagoes with much happy memory and sad memory and narrative of Paracels, the sacred nation. Content of Proceedings also mentioned a number of local activities in the country and the people involved in collecting materials, artifacts demonstrating the process to establish the sovereignty of Vietnam to the Paracels, history of the state administration for the Paracels of Vietnam.

The book consists of four main contents:

Part I. Paracels Vietnamese sovereignty.

Part II. The management of the state with the Paracels.

Part III. Paracel district and witness history.

Part IV. Da Nang people 's feelings of Paracels.
